Heat butter in a large skillet over medium high heat. Add in garlic and cook for 1-2 minutes, stirring occasionally.
Add in the heavy cream, cream cheese, Italian seasoning, onion powder, and garlic powder. Bring the mixture to a simmer and whisk to remove any clumps.
Once thickened, remove from the heat and stir in the parmesan cheese.
Season with salt and pepper to taste and serve immediately.
