Preheat oven to 500F and transfer oven rack to the bottom of the oven. Bring 10 cups of water to a boil in a large pot. Once the water is boiling add in baking soda and potatoes and boil for 1 minute.
Drain the potatoes and mix them with the butter, olive oil, onion powder, garlic powder, salt, pepper and paprika. Pour potatoes onto a greased pan and spread into an even layer.
Bake for 15 minutes on the bottom oven rack. Stir and bake for an additional 15 minutes or until perfectly crisp and golden brown.
Heat butter and olive oil in a large skillet over medium high heat. Add in onion and saute for 3-4 minutes. Stir in garlic and cook for an additional minute.
Add in the potatoes and corned beef to the pan and smush them down into one even layer and cook for 2-3 minutes. Using a spatula flip up large pieces and then cook the other side for 2-3 minutes.
Season with salt and pepper to taste and serve immediately with fried eggs!
